Ppr comment align to naming scheme

This is the PPR portion of the comment naming alignment work. Please note that while the PPR-related DTOs, models, etc., were all updated on the FE, the additional technical review and data management comments were not added to the Consensus forms since that will come (in the future) as part of feasibility.
