STT-1908 OSD form updates - hooked up the remaining form elements, updated the repo to make item copies on update to defeat simple equality checks, changed the BG domain model to output approvedTime as an int of seconds rather than string of hours, fixed a bug in the dat-picker component that caused an infinite loop
