Added handling of TargetOverride lists to CapabilityRequest views

Along the way:

  • Refactored the existing CapabilityRequest API tests
  • Added do_persist option to the TDG CR generators
  • (Hopefully) removed the last mentions of TargetOverrideMatrix from the middle layer
