Change conflict designation

Mark Ferguson requested to merge change_conflict_designation into main

This supports STT-886 and includes additions to the verify_conflict_state_change to cover the valid state transitions based on the type of user.

This also incorporates the change to auto-certified when automaticallyConflicted declarations are made the set_auto_conflicts service.
