Connected frontend to backend for ISR assignment and entry

NB: You still can't complete or finalize ISRs.

To enter ISRs, the flow is really weird right now:

  1. Log in as a TTA member and go to /reviews and click on one of the SRPs in the list below a Solicitation
  2. Copy your URL, log in as the chair of the SRP, and go back to that URL
  3. Click on the chair’s name at the top of the SRP view
  4. Fill out and certify CDs
  5. You should now see ISRs
