Added a link to our sphinx docs and tuned the solicitation generator to use non-TTA members as PIs

Mark Ferguson requested to merge doc_link_and_sample_proposal_generation into main

A couple of small changes:

  • made proposals generated by the solicitation generator a bit more test-friendly by excluding TTA members from being assigned as the PI.
  • added a link to our README that makes it easier to get to our Sphinx documentation in gitlab pages.
