Removed SRP.isrs and SRP.csrs in SRP and PPR Prop. Rev. REST API

Also added support for updating SRP.proposals through update-SRP endpoint.

All tests outside of review/application_layer/rest_api/test/test_individual_science_reviews.py should pass.
