Got UI's Proposal-related flows to a working state

Sam Kagan requested to merge get-fe-working-again-proposals into THE-LARGE-PPR-PROCESS-REFACTOR-OF-2023

Every flow relating to Proposals and their children should work. They may require unnecessary refreshes, and Save buttons may not go away when expected, but navigation, persistence, and retrieval should work to the same degree they did before the refactor.
