STT-1355 Added Comments for PI prompt

Mark Ferguson requested to merge STT-1355_comment_prompt_for_PI into main

Took Reid's recommendation and set up the default PI comment prompt when launching consensus on each PPR Proposal Review.

I added some tests and corrected a couple of problems on import that should be helpful to the FE in knowing exactly which row of the CSV had problems.
