Added ISR.normalizedScoreAtConsensusStart to compare FNIS to

The "Normalized Score" that the FE displays next to a modified FNIS in that Consensus component should now stay constant even if that ISR's SR gets a new external ISR and re-finalizes after Consensus launch.
