WS-1438: SDM-only mode

Daniel Lyons requested to merge WS-1438-sdm-only-mode into 2.8-DEVELPMENT

Implemented the SDM-only mode. It works by filtering the files we found.

This depends on the WS-1431 changes, so after that goes I will rebase and we can proceed.
