Mark4 ingest obs run on lustre

Daniel Nemergut requested to merge mark4_ingest_on_lustre into main

This workflow no longer transfers files into the container, instead it runs from lustre directly.

I manually updated the workflow on dev and test and verified it still attempts to run the correct NGAS curl commands.
