Curator workflow empty value fix

Daniel Nemergut requested to merge ws1893-curator_workflow_empty_fix into 2.8.2.1-DEVELOMENT

Not populating the data_location and target_list when they aren't passed to the workflow template, they were rendering as an empty string and a list with one empty string inside it.

Already fixed the template manually on dev, this is for test and prod.
