Fixing script execution in product collectors

The product collector scripts now assume that pycapo exists in the same directory. This was failing in the calibration collector on test so I edited that script in place and tested this fix there.

I'm also including the fixes to the workflows' ingest*.sh within the alembic scripts that we manually fixed in the database...just in case.
