WS-1936: Eliminated duplicate rows in ws_metrics operations report query

Daniel Lopez Sanders requested to merge duplicate-ws_metrics-rows into 2.8.5-DEVELOPMENT

In query_definitions.py, modified format of query and combined operations report conditionals so the GROUP BY clause is included in the submitted query.

Only the first conditional is used, so I put all the conditionals into one string.
