Updated workflow service and restore_cms templates to keep data at the NAASC

In a directory like /lustre/naasc/web/almapipe/pipeline/workspaces/<profile>/spool/<relative-dir>, where <relative-dir> is the basename of the tempdir that the workflow service creates on DSOC/AOC lustre.
