Fixing capo subspace unit tests for ALMA restores

The unit test was failing because of missing ALMA database CAPO properties and what not for a VLASS SECI workflow. This separates out the subspace logic to append necessary properties depending on the workflow type so that VLASS no longer requires fetch + delivery params and restores get CASA + fetch + delivery params.

The unit tests are now separated out also to have tests for both remote and remote-cv workflows.

This also adds some dummy properties to docker.properties for the ALMA database connections.
