QA Pass and weblog improvements (from sprint retro feedback), plus a bug fix

This work involved four changes requested by stakeholders at the sprint retro meeting:

  1. Make the QA Partial Pass buttons a different color than the QA Pass buttons
  2. Rename the QA Partial Pass buttons to QA Calibration Only or QA Cal Only
  3. Fix the Weblog button logic so it shows for Cal+Img
  4. On QA Pass or QA Cal Only, persist the pass type flag to the version's parameters

This also involved fixing a bug I found when trying to QA Pass a "STD_CALIBRATION_AND_IMAGING" Capability Request where, if no cc emails were provided, one email would not be sent due to incorrect checking of a cc email variable value.

Furthermore, I fixed the logic in the capability data access component HTML so the "processing not complete" message shows when a request has not been submitted.
