update trigger_ingest to search logs in real-time

Merged Charlotte Hausman requested to merge fix-realtime-ingestion-logging-2.8.8 into no-story-ingest-envoy-evla-sdm-fixes

This should allow us to log in real time and search for new SPLs while ingest is running. Builds off of DLS's previous MR - I'm pointing this one at his branch to highlight the logging changes and tests.

Needs integration testing with actual ingest
