WIP: broken test_fetchers tests

Implemented this afternoon: ALMA SDM and BDF fetching tests in test_fetchers. They had been passing consistently, and I was cleaning up the code in preparation for a commit when suddenly,inexplicably, the output from the mocked fetchers changed.
